In all the years we have been visiting Disney we have never seen this event. It happens every night at 5:00. We were just arriving to the park and stopped to watch. I found it neat to see hundreds of people of all nationalities stopping to watch our flag be retired for the night.
I didn't realize until I posted this that the lady standing in front of me had on a halter top and looks naked in all of my pictures. Sorry.
